Port San Luis Harbor District Board ofCommissioners adopted Resolution 18-02, with a 5-0 vote, approving a 50 Year Ground Lease with RTA Harbor Terrace, LLC [RTA]on January 31, 2018. Approval of the lease is the culmination of, most recently, two years’ negotiation work with Red Tail Acquisitions and assistance from the State Coastal Conservancy with permits and entitlements for a project originally conceived in 1977 when the Harbor District purchased the majority of the land for the development. The Coastal Development Permit is in place and RTA is working on final design drawings. RTA plans to break ground in spring/summer of 2019, with a tentative construction period of 8 months. The development will feature 57 RV pads/sites, 53 walk-in and drive-in tent camping sites and a variety of 51 RV cabins. A lodge, swimming pool, restaurant/café, recreation facilities and other visitor amenities will also be included. Existing uses, including the Fishermen’s Gear Storage, Trailer Boat Storage and Harbor Use Area, will remain on the site and continue to be used in the operations of the Port.

The Developer/Operator, RTA and Highway West Vacations, has significant experience upgrading and operating RV parks, the nearest in proximity to Harbor Terrace being Flying Flags in Buellton. The District is excited to move forward with this long-awaited project, which when completed with be a valuable asset to the District. This property was intended to not only generate income for the District but also as a public benefit by providing access to a beautiful coastal amenity to those in all income and social levels.
